Memorandum of Understanding

Granting schemes of TSF

Majority of funds are allocated through competitive granting under two schemes: Targeted Granting and Programme Granting. In exceptional and/or urgent cases funds may be allocated directly under the Direct Granting scheme.

Merit base and impartial evaluation is assured both in case of competitive and direct granting by involvement of peer reviewers and/or experts’ panels. Compliance with identified thematic priorities, societal challenges and/or market demands is imperative.

Depending on actual objectives, TSF decides on the timeframe of project proposals’ submission: a) to the calls with fixed deadline or b) on rolling basis. 

 

1.       Targeted Granting scheme is basically applied for:

  • Mid/short term research and technological projects;
  •  Mobility actions, including international mobility (internships, exchange, organisation of and participation in the evens, etc.);
  • Awards and incentives.

2.       Programme Granting scheme is applied as a lasting support basically for:

  • Educational programmes;
  • Long term research and technological projects focused on relevant, the country-wide, socioeconomic challenges;
  • Implementation of bi/multi-lateral programmes in cooperation with foreign and local partner organisations.

 

3.       Direct Granting scheme is applied usually as a:

  • Complementary contribution to the projects implemented under the Targeted or the Programme Granting schemes, in order to ensure: a) possibly full-scale benefit from promising emerging/interim results and/or b) follow-up of successful projects (including support of  startup’s establishment);
  • In time support of highly promising new ideas/research outcomes and innovative technologies responding to urgent socioeconomic challenges and/or actual demands of local and international markets.

 

NB: Following the “Law of Georgia on grants” (# 331 - IIS, 28 June 1996) status of “grantees” can be labeled only to the Georgian citizens. Still, foreign citizen may participate in TSF’s granted project in the status of consultants and/or assisting staff (technicians) and benefit from the project’s budget in this capacity. Besides, on subcontracting base, the funds from the project’s budget can be allocated to the foreign university, research institute and/or company for conducting planned laboratory/field research and/or pilot production.
